APWSL日本委員会の組織改変のお知らせ

2011年10月

　APWSL日本委員会は1990年に結成され20周年目の昨年年8月21日に東京浜松町の海員会館で第21回総会を開催しました。討議の結果、全国の会員組織としての活動は停止することになりました。具体的には会費徴収と総会の開催を止め、機関紙の発行を停止し、関東、関西、愛知の三地方での活動とメーリングリストは継続することになりました。この決定によりこのホームページは今後更新されません。

　以上の組織改変に至った理由は次のとおりです。
APWSLは結成以来30年近く、アジアの草の根の労働者の連帯・交流ネットワークとして大きな役割を果たしてきました。しかし、冷戦終了後の政治状況の変化、この地域の労働運動や反グローバル化運動の進展の中でAPWSLの果たす役割も大きく変化してきました。国際ネットワークとしてのAPWSLの活動が停滞している中で日本委員会は会員組織として恒常的な活動を20年に亘って継続してきました。
日本委員会の会員組合も減少し、個人会員の高齢化している現状を踏まえ、より柔軟で持続可能な組織形態と運動のあり方を模索してきました。財政負担を軽減し、ネットワークとしての性格を十分発揮できるような身軽な組織形態として上記のような組織的な選択を行いました。今後予想される二国間の労働者交流、国境を越えた争議支援にも、必要な対応は可能だと考えます。今後は定期的な総会、機関誌の発行はなくなりますが、各会員、各地方の創意工夫ある自主的な活動を一層展開することにより、20年続いた草の根の労働者の国際連帯ネットワークを維持発展させいと思いますので、ご理解とご協力をよろしくお願いします。

APWSL은 결성 이래 30 년 가까이 아시아의 풀뿌리 노동자의 연대 교류 네트워크로서 큰 역할을했습니다. 그러나 냉전 후의 정치 상황의 변화,이 지역의 노동 운동과 반세 계화 운동의 진전 속에서 APWSL의 역할도 크게 변화하고 왔습니다. 국제 네트워크로 APWSL 활동이 주춤하고있는 가운데 일본위원회는 회원 조직으로 계속적인 활동을 20 년 동안 계속해서 왔습니다. 일본위원회 회원 조합도 감소하고 개인 회원의 고령화하고있는 현상을 근거로보다 유연하고 지속 가능한 조직 형태와 운동 방식을 모색하고 왔습니다. 재정 부담을 완화하고 네트워크로서의 성격을 충분히 발휘할 수있는 홀가분한 조직 형태로 상기와 같은 조직적인 선택을했습니다. 향후 예상되는 양국 노동자 교류, 국경 분쟁 지원에 필요한 대응은 가능하다고 생각합니다. 앞으로 정기적인 총회, 기관지의 발행은 제거되지만 각 회원, 각 지방의 독창성있는 자주적인 활동을 더욱 확대하여 20 년 뒤를이었다 풀뿌리 노동자의 국제 연대 네트워크를 유지 발전시켜 의사와 생각하기 때문에, 이해와 협력을 부탁합니다.
